Abstract

Electronic fees for cars in cities: a tailor made policy instrument. Using a regional traffic-forecasting model an exploration was made concerning the possibilities of electronic fees in cities. The instrument is comparable to the congestion charging now functioning in London, however in terms of fees, paying times and location it was supposed to be more tailor made. The potential possibilities of the instrument seem to be worth further consideration. All factors mentioned should be chosen carefully. For the scale of the Utrecht region in the Netherlands a regional approach is advised, because a local approach would imply the risk of negative side effects on a regional scale. (Author/publisher)
