An open dialogue between the Dutch Department of Public Works and experts, stakeholders and other citizens led to new definitions of congestion problems. This also provided innovative ideas on how to solve these problems in the long term. One of the possible options is providing highway capacity on demand, by means of traffic transfer stations and, more specific, in widening or narrowing traffic lanes dependent on the demand. In the year 1998 a pilot will be run in order to establish the feasibility of re-organizing existing infrastructure towards such dynamic traffic lanes. (A)
