Abstract

The HBS (2001) doesn't mention any procedures for evaluating traffic quality on road sections, but meanwhile various studies have yielded the necessary principles and connections. Based on these findings, a practical method approach was to be developed for the draft HBS (2012), which, in addition to the traffic quality assessment of non built-on and built-on main roads, allows also the determination of car speeds to be used as an input for the evaluation of the service quality of network sections on major roads. Therefore, it was necessary to provide a practical set of q-V-relationships, allowing considering non built-on and build-on main roads with different peripheral usages. Based on the procedure for traffic quality evaluation of road sections with its q-V-relationships, a procedure for assessing service quality of network sections of main roads was developed, in consultation with the procedures for junctions with and without traffic lights. From a network planning point of view, the evaluation was done by means of a category-related speed index. In order to integrate the results into the draft HBS (2012), they were configured in a standardized method. Furthermore, the respective scope of these calculation methods was defined. Additional instructions on the use of alternative methods were worked out for cases outside the respective scopes, such as microscopic traffic flow simulations. (Author/publisher)
