In September 1991 the Dutch Minister of Housing, Physical Planning and Environment presented a policy document on climate change to parliament. This document gives an overall picture of the escalating greenhouse effect and the attendant threat of global climate change. It also contains a framework for tackling the problem in the long term, reflecting developments in international climate policy and the Dutch contribution to these developments. In response to the policy document, the following activities were carried out for the report presented here: (1) determination of current emissi ons of greenhouse gases by the traffic sector, (2) estimation of future emissions of carbon dioxide by the traffic sector if traffic sector if current policy is implemented, and (3) estimation of future emissions of carbon dioxide by the traffic sector if more drastic measures are taken.
