Abstract

The Fourth Dutch National Environmental Outlook (NEO4) of the National Institute of Public Health and the Environment, published in July 1997, describes possible future developments in the traffic and transport sector in The Netherlands for the 1995-2020 period and evaluates present Dutch policies. NEO4 also offers possible solutions for expected environmental problems. This report functions as the background document for the traffic and transport sector. With a view to present Dutch policies, the main conclusions drawn from the Outlook are that: (i) the policy targets for car and lorry use for 2010 will not be met, (ii) the target for CO2 emissions from road transport for 2010 will not be met, (iii) the NOx emission target for cars for 2010 will be met, but for trucks it will not, (iv) the VOC emission target for car for 2010 will be met, but for trucks it will not, (v) the noise targets for road transport or for civil aviation for 2010 will not be met. Even if several additional policy measures are assumed, as indicated under possible solutions, the conclusions is that it will be very difficult to meet the CO2 target for road transport and the NOx target for trucks.
