For many years, there has been a (political) need for greater insight into the socially desirable proportions of auto-mobility. In the Netherlands, this need gave rise to the National Traffic and Transport Account (NVVR) . The search for an economic optimum for automobility can, however, be pursued with the aid of the marginal cost rule from welfare theory, which provides a basis that appears theoretically sound.
