A recent aim in local policy for traffic policy is the starting point of this paper. To reach a solution to traffic problems in the municipality the desired development of dwelling, shopping, working and the environment must be stimulated by an active traffic policy. In particular the author discusses sectors other than traffic such as the functions of the road and the accessibility of the town centre, land use and the conservation of the environment. This paper was presented at the working days on traffic engineering (see IRRD abstract no 255833) but is not published in the conference papers.
