Abstract

The equilibrium between the dwelling function and the traffic and transport function of roads in residential areas has been disturbed during recent decades. If roads are to be returned to the people in their role as social beings and not as vehicle owners or vehicle users, traffic safety on the roads must be improved. This report is aimed at giving an independent opinion and making recommendations. The government or local authority should be able to react easily to changed circumstances or conditions in residential areas. Measures in residential areas should be related to the whole area. In residential streets traffic is of secondary importance. Measures in such streets can be less uniform than in streets in which traffic is of main importance. Knowledge is needed on traffic behaviour in particular in residential areas, to prevent feelings of insecurity. Evaluation of short term policies and short term studies in small areas is a necessity.
