Abstract

Road safety assessment 2000-2012: causes and consequences of road unsafety. The road safety assessment offers insight into developments in road safety and combines developments in the number of casualties, risks, road user behaviour and measures implemented. This is needed in order to monitor whether the policy conducted yields the required effect and to determine whether the policy should be adjusted. Lack of road safety may result in fatalities and serious road injuries and is affected by several conditions and measures. This road safety balance discusses the causes and effects of the lack of road safety and the corresponding developments in the period of 2000-2012. In addition to the usual indicators — fatalities, serious road injuries and costs of crashes — considerable attention will be paid to the injuries of serious road casualties and the consequences of these injuries.
