Abstract

Road Safety Outlook 2020: materials for the adaptation of the Road Safety Strategic Plan; Interim report phase 2. This report describes the results of the second phase of the SWOV project Road Safety Outlook 2020. In the first phase of this project (Wesemann & Weijermars, 2011) prognoses were made for the road safety in 2020 if the present Road Safety Strategic Plan 2008-2020 (SPV) was carried out. These prognoses showed that the target for the maximum number of road traffic fatalities will probably only be met if mobility grows slightly and no financial cuts are made in road safety measures. The possibility that the target for serious road injuries will be met is nil. Motivated in part by these prognoses, the Minister of Infrastructure and the Environment, together with the decentralized partners in the Umbrella Meeting, decided to make adaptations to the SPV to increase the feasibility of the targets. This report offers handles for making these adaptations: a proposal for specific areas of interest where safety gains can be achieved with extra measures and proposals for how these measures should be filled in. In answer to the request by the Ministry of Infrastructure and the Environment the report focuses on reducing the numbers of serious road injuries, but the effects measures will have on the numbers of road fatalities are also discussed. The opportunities for an integral approach and a sustainable solution for the road safety issue were considered in the selection of the extra measures for the specific areas of interest.
