Abstract
The development of a concept for traffic restraints and the improvement of existing residential areas are described. In part I. the fundamental aspects are presented. Part II. describes the necessary steps for the determination of the improving residential areas. Part III. presents recommendations for the selection of the appropriate measures for planning, as well as design and execution.
