Since 1973 a new public transport policy has been formulated for Zürich. Residential areas must be protected against traffic evading the congested main roads. For the testing of the road network layout a computer model is being used. The restrained improvement of the road network was correlated with three possible city developments. A catalogue of social indicators to evaluate the attractive power of Zurich was compiled in connection with a catalogue of measures. Traffic planning forms a part of this.
