Verkehrssicherheit durch Geschwindigkeitsmanagement : Gruende und Auswirkungen / Traffic safety by means of speed management : reasons and consequences.

Geschwindigkeitsdelikte und -unfaelle gehoeren zu den wesentlichen Problemen der Verkehrssicherheitsarbeit. Trotzdem ist die Rolle der Geschwindigkeit in der Planung nicht ausreichend beruecksichtigt. Vor allem die mediale Landschaft sollte in die Planung mit einbezogen werden. Deshalb soll ein nachhaltiges Geschwindigkeitsmanagement greifen, welches sowohl technisch als auch psychosozial die Geschwindigkeitswahl beeinflusst. Dies koennte ueber ein Massnahmenpaket aus zwoelf Einzelmassnahmen geschehen, beispielsweise ueber strikte Tempokontrollen, automatische Geschwindigkeitsanpassung und Verkehrserziehung. Allerdings bedingen einige Massnahmen umfangreiche politische und juristische Folgewirkungen, sodass gewaehrleistet sein muss, dass zumindest einzelne Massnahmen, welche schnell umsetzbar sind, getroffen werden. (A) ABSTRACT IN ENGLISH: Speeding and speed-related accidents are serious problems. However, the role of speed is underestimated by the planning instances. One reason for that is, that the statistical evaluation of accidents is erroneous. Additionally, the role of speed-related accidents in press coverage has to be challenged. Therefore it is necessary to introduce speed management measures in order to both reduce driving speed technically and build public awareness for the problem. If one chooses a package of twelve speed management methods - among stringent control, speed adaptation and educational aspects, the problem could be solved sustainably. The political and juridical consequences of these twelve measures are very wide. It has thus to be made clear that at least single measures - above all those, that can fastly be realised - will be introduced. (Author/publisher).
