Abstract

Making an allowance for the enhancement of the generic algorithm for estimating travel times, the municipal authorities of The Hague has asked TNO Inro to give an overview of the needed activities to apply the algorithm on two routes from the Utrechtse Baan to Scheveningen. Not only the travel time for private vehicles along these routes is to be estimated, also the P&R services along the two routes need to be incorporated into the travel time algorithm so that travel time estimates can be made for different modes of transport along these routes. Insight in the routes and the traffic processes on those routes was gained through desk-research and a measuring session on the evenings of the annual fireworks spectacle. Based on this understanding, conclusions are drawn about the needed enhancements to and modifications of the algorithm. In addition, the current monitoring network was considered and it is concluded that it does not supply adequate data. Therefore the proposal is to determine whether a sufficient monitoring network can be established using conventional systems (like traffic signals and loop detectors) with or without alternative systems (like radar, infrared and GSM).
