Abstract

Seduction through VPR or to use VPR The developed VPR-method is tested in Netwerkstad Twente on usefulness and on acceptance. We have tried to seduce the policymakers with the VPR (transport performance in the region). The seduction had the following elements: taking initiative (development of a sustainable land use concept), speaking the same language (by using words like: place value, development concepts and layer approach) and the development of attractive instruments (with nice illustrations and useful figures). In this way we have tried to improve the existing VPR to enable us to have an impact on the linking, fine tuning and prioritisation of traffic, transport and land use plans. We are convinced that we have seduced the policymakers of Twente to use the VPR method in the future. Herewith an important contribution has been made to develop an accepted and useful method.
