Abstract

In this stage of reforming the urban transport of Ouagadougou (Bourkina Fassa), the principal lessons to learn for African cities are as follows: (1) A reform process must be based on duration; (2) The first reform must be based on the institution and regulation of urban transport; (3) An outspoken political will is necessary to get a reform in urban transport like in all the sectors; (4) The chronic instability of the decisionmakers and other responsible administrative persons is a major handicap in realizing and following up of the whole development politics; and (5) to make the principal actors in the transport sector conscious and responsible for a realistic transport policy is an indispensable condition in all reform processes. The English title of the paper is: "Toward the arduous setting of an urban transport policy in Ouagadougou : what lessons to learn for African cities?"
