Abstract

This aim of this brochure is to explain the legislation concerning the transport of personnel to companies. If companies can offer a number of alternative means of transport, this can contribute to a reductiod of traffic congestion. Alternatives in commuter traffic are: (1) public transport; (2) business transport; (3) car pooling, which is seen as more important than public transport; and (4) the use of the bicycle, which can be considered as a possible alternative to distances of maximum 10 kilometres. In view of this, it is important that employees can make use of, for instance, attractively financial and fiscal rules for commuter traffic. It is also pointed out that rules regarding moving expenses can be advantageous in the longer term, when consequently it is possible to enhance that employees are going to live closer to the company itself. In order to make alternatives, for instance car pooling and public transport, more attractive, the fiscal role of the government should be changed. One of the instruments to decrease car use in commuter traffic is a stringent parking policy. Public transport, car pooling and bicycle use are also mentioned as alternatives in business traffic that can be enhanced in a number of ways.
