The current trend of making more business-like and privatization of the public clansport is the effect of deregulation, decentralisation and cost savings policies since 1980. However public transport has not yet become better or competitive with the car. Between the involved parties (the government, the local authority and the public transport companies) there is no equilibrium in responsibilities and competence. The future public transport company should be responsible for the delivery of good public transport for a good tariff on network level. It should have the instruments to optimize the product, the costs and benefits.
