Abstract

Victoria became the first state to require compulsory wearing of seat belts, when legislation was proclaimed on 22 December 1970. The paper reports the progressive increase in usage rates of lap/sash belts (where fitted) in metropolitan Melbourne from 76% in 1971 to 91% in 1976, and in rural Victoria from 66% to 80% over the same period.
