Abstract

Traffic offending with its attendant losses in human and material resources is acknowledged as a social problem of immense proportions yet all too often dismissed as an inevitable outcome of the modern industrial society. This report, in looking at who the serious motoring offenders are, questions present assumptions and points to a fresh appraisal of the nature and manner in which legal sanctions are applied to traffic offenders.
