Virtual mobility: teleworking as an alternative to structural congestion.

Abstract

Teleworking may substantially contribute to solving road congestion problems, as it implies the partial or total elimination of the commuting trip. However, several parameters affect the probability of teleworking implementation. Based on a survey among 83 Human Resources (HR) managers, a number of technological, institutional and organizational drivers and barriers to the practice of telework were identified for Brussels. Furthermore, a second survey among 261 employees allowed to identify additional barriers and drivers at the level of the individual employee relevant for the Brussels' context. The study's key result is that a teleworking penetration level increase of 15.3 percent in Brussels will lead to the yearly savings in road congestion cost of 187.5 million EURO.
