More cycling and less car driving benefits both accessibility and the environment. In addition, increased attention for the bicycle within the traffic and transport system fosters road safety. For these important reasons, the Dutch government wishes both to curb the growth of motorised traffic, and stimulate bicycle use. Supplying an infrastructure which offers cyclists a quick, comfortable and safe link during every journey, is an essential precondition for a succesful cycling policy. Municipal and Regional Authorities are the appropriate bodies for realizing this bicycle-oriented infrastructure.
