Abstract

Previous SWOV Institute for Road Safety Research research into the Traffic Regulations and Road Traffic Signs Code (RVV 1990) effect has demonstrated, among other things, that public understanding of the application of the various regulations is not satisfactory. It was also shown that road users themselves expressed a need to gain a better understanding of the `regulations of the road'. This note investigates whether the current situation represents a road safety risk. The note also investigates what can be done to rectify this situation through information campaigns. A discussion of the various possibilities for the provision of supplementary information has produced the following conclusions: (1) Information dealing with only a few, disconnected subjects or regulations is of little benefit; (2) The medium of television can be employed in the short term, where several themes are selected to serve as framework. The aim is to explain the application of traffic regulations, preferably on a repetitive basis; (3) It would be useful in the short term to widely distribute a simple book that gives a comprehensive overview of the application of traffic regulations; and (4) other possibilities also become feasible in the long term. The aim is to improve the road user behaviour more completely and more radically. (A)
