In this study the conditions are examined for the implementation of the `Priority to slow driving traffic coming from the right' (VLVR) regulation in the Netherlands. Cyclists and moped riders are meant here by slow traffic. The actual working of the VLVR regulation should be limited to circumstances in which the possible damage to slow traffic will be little. It is expected that the implementation of the VLVR regulation outside built-up areas will not cause great problems. There are five possible approaches to implementing the VLVR regulation within built-up areas. An important starting point in this context is whether or not to generally apply the VLVR regulation. The different consequences of these consequences of these approaches both for the safety and for the road modification are included. Fast and slow traffic should be informed about the application of the VLVR regulation, when implementing this regulation.
