Abstract

VPR: Sustainable mobility by means of land use and transport planning. Transportation Performance for the region (the Dutch acronym is VPR) is a method for the integration of transport and land use policy- and plan-making with the objective of promoting sustainable mobility in urban regions. In this paper we discuss the philosophy behind and the first experiences with VPR. The most important conclusions are that: (i) Sustainable mobility can be better conceptualised as sustainable accessibility, so that the functioning of transportation systems can be analysed and designed in combination with the spatial distribution of activity places. (ii) This integrated approach requires special attention for the different political, governmental and professional cultures involved in the policy-making process. The VPR approach gives a framework and instruments to bridge the conflicts between these cultures. (Author/publisher)
