The author outlines the history of street lighting and puts forward a list of objectives for lighting a city in the present day. He suggests a coherent system for cars, a safe and visually acceptable system for pedestrians, more consideration to the appearance of buildings, emphasis to certain areas relating to their function and lighting 'opportunities' to create delight. The framework of roads, buildings and open spaces and the lighting required are examined first. Tactics are then discussed for each category with the aim of creating a satisfactory visual environment other than a functional and economic one. Particular attention is paid to London where it is suggested opportunities have been missed in enhancing the city's night time appearance and comparisons made with cities abroad.
