Abstract

What’s good for car traffic is also good for freight traffic : does the Dutch planning process incorporate the interests of freight traffic on the highway network in a sufficient way? The Directorate-General of Public Works and Water Management of the Netherlands is moving towards a more client based approach. The organization wants to focus on interests and needs of infrastructure users. The interests and needs of car traffic differs from freight traffic: from the point of view of freight traffic the congestion top 10 differs from the congestion top 10 of car traffic. This paper shows why freight traffic should/can be seen as a individual user group. The view of freight traffic as a individual user group is reflected on the present practice in national infrastructure projects. (Author/publisher)
