Emphasis is placed on the Second Structure Scheme on Traffic and Transport (SVVII) of the Ministry of Transport and Public Works. Attention is paid to: (1) the development of the process of the 'SVV city for friendly traffic'; (2) the co-operation between the national government and municipalities; and (3) the coherence with respect to content and process between the different policy plans that have been formulated. This contribution deals with the central question of how the framework of policy will be effected in which future measures can be placed.
