Abstract

This document describes the CROW system for managing pavements, which is the most widely used system in The Netherlands for road authorities at the provincial and municipal level. Currently, over four hundred users of the system apply it in their daily practice of the maintenance management of the road infrastructure. The system allows for managing all three types of pavements that are in use in The Netherlands, i.e., asphalt concrete, cement concrete and small element pavements. For input of pavement conditions data, the system allows for the use of classical visual inspections of the pavements, but also for more sophisticated data acquisition system such as measurements of longitudinal and transverse evenness and of road user comfort. It available, the data from measurements prevail over those from visual inspections, for reasons of more detail and higher accuracy. New in the system is the use of policy-related terminology such as safety and user comfort in the presentation of the quality of the road network and in prioritisation of maintenance activities. This document is split in three parts. Part A presents a concise, step-by-step description of the system, from the collection and storage of input data to the presentation of the results of the maintenance planning. Part B provides for a comprehensive description of the technical background of the various steps of the process. Part C, finally, is the policy oriented part of this document, describing the position of pavement management in the overall process of managing public assets. (A)
