Abstract

The following conclusions are drawn: The policy of highway construction and its legislation should be based on a period of 20 years. Decisions should be taken on an objective and trustworthy information. Policy in this field should also deal with design and preparation. Redivision of network is only possible if demands and means are known. The expenditure of financial means for road construction needs a certain flexibility in the course of the years. A good cost-benefit analysis of maintenance is furthered if costs and benefits of society and individuals are also taken into account.
