1979 has been an important year for the planning of the State Highways in the Netherlands. The Structure for Traffic and Transport of 1977 and the Second Multiyear Plan on Personal Transport for 1980-1981 contain both a big part on the development of the state road network. It is shown that there is not an extrapolation of ongoing developments, but a change in governmental policy. Road construction has become not easier nor cheaper. However, progress is made in the construction of highway-kilometers and in the removal of bottlenecks.
