Abstract

The aim of the research project was the development of a web-based procedure for road safety activities, which assists the program-user with decision-making of potentially appropriate safety measures dependent upon local constraints, estimates the safety effect, as well as offers a retrospective outlook on used measures, which enables a evaluation of such measures. It provides the further development and acts a supplement to the technical bulletin "Auswertung von Straßenverkehrsunfällen, Teil 2: Maßnahmen gegen Unfallhäufungen" (FGSV 2002). In addition to the information sheet by the FGSV (2002), the latest research findings on measures against black spots (SPAHN 2012, GERLACH et al. 2009, MAIER et al. 2010, and others), the examination and categorization thereof, have helped for the foundation of the collection of measures. The main component of the web-based method includes steps for accident analysis, finding of measures and potency testing according to the "Merkblatt zur örtlichen Unfalluntersuchung in Unfallkommissionen – M UKo" (FGSV 2012). By providing information about black spots from the EDV-System of accident data management in the program, a specific processing of black spots is possible. Moreover, the possibility of ranking safety measures and creating a target-oriented prioritization of work programs is offered. The proposals for appropriate measures for combating black spots rely on the analysis of typical conflict situations, which are determined from accident records. For the review of the adequacy, feasibility and applicability of measures (measure-packages) for the user, cost-benefit ratio on the basis of case-related accidents are available. The continual use of the method allows the user to document the work steps. This also allows for implementation control, as well as case-related efficacy testing (evaluation) of the measures. The constant upgrading of the measures and their characteristics (e.g. degrees of efficiency, cost, etc.) represent an integral part of the web-based process, which in turn makes a target-oriented contribution to combating black spots.
