Abstract

The aim of this scenario study is to investigate the future prospects for a privatised Netherlands Railways NS and Rail 21. The main variables of the study are: (1) government transport policy; (2) road congestion; (3) NS fare policy; and (4) level of services. Alternatives for the three train system are developed. The new fare system NS is considering is based on "yield management", and takes the actual costs of the transportation of passengers into account.
