In 1976 several municipal offices were removed from the city centre of Rotterdam to Europoint, an office-centre in a western suburb. A before and after study was carried out in order to analyse the effects of a change in work location on the modal-choice behaviour of the employees. The travel pattern of the employees (related to the old as well as the new situation) was gathered by means of a questionnaire survey. The data analysis was carried out using category analysis techniques as well as disaggregate logit analysis techniques. In the evaluation of the effects, the results of another Dutch case-study were also examined.
