What enforcement for ORT-based tollroads?

Abstract

This study embodies the chief issues to be addressed in implementing multi-lane free flow tolling or open road tolling (ORT) in the future, detailing what the author considers to be the five foundation layers that constitute the legal framework for toll enforcement and the way they apply in Melbourne and Santiago. The author's 10 years of firsthand experience in ORT is described. This experience includes more than 5 years with the Melbourne City Link, leading the development of Transurban's pioneering tolling system, and another 5 years with Autopista Central (Central), a 60-kilometer road in Santiago, the capital of Chile, and Latin America's first ORT-based urban toll road.
