What of "Merit Rating Systems" and "Assigned Risk Plans"?

Abstract

It is considered whether automobile insurance merit rating systems or assigned risk plans have significant effects upon driver attitudes. The thought that assigned risk plans, and to some degree merit rating plans, may have a value potential in terms of identifying, in a broad general way, those probably most in need of driver education, retesting or retaining is ventured.
