Abstract

This white paper, which is in two parts, deals with the traffic accident conditions of 1977. The two parts are concerned with the traffic accident situation and traffic safety measures for land, sea and air transport. Road traffic accidents for 1977 are analysed and future trends in vehicle traffic are investigated. Trends in rail, sea and air accidents are outlined. Improvements to the traffic safety promotion system, and measures proposed by the government to improve safety are discussed. The national budget for traffic safety measures is given. Measures relating to the road traffic environment and the maintenance of vehicles, in addition to traffic control and driver education are discussed. First aid facilities and the promotion of research into several aspects of traffic safety are examined. Recommendations for the operation of railway crossings, and the safety of rolling stock are also given. Measures relating to traffic safety include the improvement of the environment and the promotion of research. Policies on aviation traffic safety are defined. These include improvements to the traffic environment, improved aircraft safety and the promotion of appropriate research.
