This white paper reviews trends in traffic accidents and the enforcement of traffic safety in Japan, with regard to the Fifth Fundamental Traffic Safety Program (FY1991 to FY1995). Traffic accident statistics are given for various years up to 1991; they cover traffic accidents and traffic fatalities by age, by road user type, and by seat belt use. Furthermore, advance in aging and traffic safety measures for the elderly are described. Some comparative international traffic accident statistics are also presented. The final chapter describes the major priority policies and new policies for 1991.
