Abstract

This white paper reviews trends in traffic accidents and the enforcement of traffic safety in Japan, with regard to the Sixth Fundamental Traffic Safety Program (FY1996 to FY2000). Traffic accident statistics are given for various years up to 1995; they cover traffic accidents and traffic fatalities by age, by gender, by road user type, and by seat belt use. Furthermore, an outlook is given into the estimated changes of the number of license holders, of vehicle registrations, of motor vehicle kilometres travelled, and of social and economic conditions. Also a road accident forecast is given. Future measures concern the elderly, seat belt usage, safety education, driver education, vehicle safety and safety and enforcement of traffic laws. The final chapter discusses the principal policies of 1995.
