Abstract

Changes in the infrastructure must also be judged against their impact on trading etc. This can be done by analysis of existing data. Positive consequences of the implementation of a Traffic Management Scheme, for instance, are beneficial to traders and, through the income tax, to the administration as well. Negative consequences tend to be shifted on to the individual shopkeeper. Economic effects must be estimated before changes are implemented. Extensive consultation in various stages is essential.
