Abstract
This report will be of interest to agencies engaged in planning, operating, or funding passenger transportation services in rural areas. The methodology for estimating demand for rural passenger transportation presented in this Workbook is based on a comprehensive review of previously developed methods; discussions with agencies that would use these procedures-including state transportation providers; collection of data from a sample of 39 selected counties across the nation; and detailed analysis of relationships among county population characteristics, services provided, and actual rural passenger transportation demand served.
