A worldwide uniform system to register locations of traffic accidents : only a vision?

Abstract

A traffic accident record system is essential as a knowledge base for decisions concerning traffic safety programs. It is also the information base and the technical framework for identifying road safety problems, developing countermeasures and for evaluation purposes. The task of recording data is however not an easy task. At an accident scene the recording of information and completing an accident report is one of many duties of the police officers. This paper presents portable computers, pen-type computers, Satellite Navigation Systems (GPS and GLONASS) and Geographic Information System (GIS) as means of improving accident reporting. The conclusions from a field study in the US is also reported together with the author's own experiences with GPS as a tool for accident recording.
