This paper will present the results of a project to develop a young driver research strategy. While the young driver problem has proven to be a robust and somewhat intractable road safety problem world-wide, it is argued that a comprehensive, well co-ordinated and integrated set of interventions supported by quality research and evaluation has the potential to achieve significant improvements. To develop the strategy, a wide range of data sources and relevant information were drawn on, including previous reviews, recent research and accident analysis, current and imminent international program developments, and recent information on the status of effective measures. A range of research programs and countermeasures are included in the strategy, covering inexperience and skill deficits, the management of travel patterns, reduction in high risk driving behaviours, age-related motivations, deterrence and incentive strategies, multiple traffic offenders, use of technologies, and evaluation/monitoring. The strategy is organised in a framework that provides the structure for a systematic approach. Priorities have been assigned to the research and countermeasure components included in the strategy.
