Abstract

The Netherlands, Sweden, and the United Kingdom are the three safest countries in Europe, and indeed in the whole world. Their numbers of road casualties per inhabitant and per unit of traffic are the lowest of all. Moreover, these three countries have seen a decrease in the numbers of casualties during the last decades, and they have the ambition to lower them further still. This was the reason to compare and analyse the developments, policies followed, and policy implementation approaches in these countries. The results are presented in the `SUNflower' (Sweden, United Kingdom, the Netherlands) report of 2002 (See C 28871 (ITRD E206771)). This report gives an outline of the SUNflower study and continues to present the findings that are important for further promoting road safety in The Netherlands.
