Abstract

Speed limits and traffic restraints in regions lead to a decrease in speed. The average speeds as introduced in 1985 in urban areas are decreased by different measures with 4- 5 km /h. However, the number of offenders in exceeding the speed limits is increasing. When by better police enforcement and better police surveillance the speed limits should be controlled it is better to do so in not 30 km /h regions, while in these regions most accidents occur.
