On September 11, 2001, New York City and the nation suffered from the inhuman acts of individuals pent on destroying the fabric of our country. While they may have achieved their goal of causing mass fatalities in New York City and Washington, D.C., both areas have survived and some may argue are better than ever. The response and recovery efforts in both locations were lead by many diverse agencies and individuals. This paper will detail the actions of the New York City's Department of Transportation Traffic Management Center (TMC) and their interactions with other New York City agencies especially the New York City Police Department (NYPD) and the New York State Department of Transportation (NYSDOT) in responding to both the initial attacks and the ongoing recovery period. The TMC response incorporated both advanced Intelligent Transportation Systems (ITS) technologies and personal interactions with other responding agencies. The TMC played a vital role in implementing the safe and orderly evacuation of Lower Manhattan along with managing the transportation network both during the incident and for the entire recovery period.
