The analysis of regulations for tendering of public transport services in Europe shows that there exists only in Copenhagen (Denmark) a consistent system of quality control of planned and realised services. In the Netherlands, the public authorities until now have no means to measure objectively the quality of transit lines because the transport companies, except for Hermes in Eindhoven, have no automatic operations control system available and do (can) not deliver clear information. A higher operation quality can be reached only if the vehicles are equipped by microprocessors, the control centers have an automatic operations control system and the stops have passenger information displays in order to supervise the punctuality of services and to inform the passengers immediately about delays. A recently developed method for determining the quality of transit services is presented as a tool for evaluation and selection of offers of transport companies in the scope of tendering and for controlling the quality of delivered transit services. The manner of matching transport demand with supply and costs is explained and the main tasks are described. Finally, the requirements for creating a powerful institution responsible for tendering, controlling and financing of public transport services are defined. (A)
