This report offers the raw material for a `road safety checklist' to be drafted: a list of attention points that can be used within the Dutch Directorate-General for Transport (DGV) policy divisions. The aim is to carry out an effect assessment on road safety. The study utilised the so-called phase model of the traffic and transport process. The aim is to analyze in what areas within DGV's policy field the road safety aspect is considered.A number of relevant subjects were selected from DGV's policy field, based on the intended activities and projects for the years to come. The aim is to arrive at a structure that fits in with everyday practice. The relevant subjects were grouped into themes. Firstly, there are a number of subjects related to the organisation of the traffic and transport system in general. Within this heading, a distinction can be made based on the vehicle and infrastructure themes. The infrastructure theme can be subdivided into road infrastructure and the infrastructure related to railways and inland shipping. Via another approach, the pricing policy, influencing behaviour and spatial planning aspects themes can be distinguished. The results of the analysis using the phase model were set against these subjects.
