While Japan has seen an unparalleled rapid growth in its elderly population, the ratio of the weak in traffic such as the aged and the disabled to the total number of people involved in traffic accidents has been increasing year after year. It is our urgent task to secure safety and facilities for these people. For this reason, the National Police Agency (NPA), Japan have been pushing forward the development of Pedestrian Information and Communication Systems (PICS), with the aim of providing proper information in a timely manner to promote the positive participation of these less able people in life in society as well as to ensure the securement of their safety and mobility at intersections.
