This paper presents a method for choosing among alternatives in complex, multi-goal programs. The method consists of four principal steps. First, list all the known goals. Second, determine how the various goals are related-specification, means-end, value-wise independent. Third, determine which goals can be predicted, and obtain predictions on them. Fourth, use any of five techniques to condense this predicted data through several stages into a final choice.
